  The NASA CEH brings the fundamental concepts of cost estimating to NASA personnel in a way that recognizes the nature of NASA systems and the NASA environment. New topics have been added and the document layout updated. The 2004 NASA CEH is designed to be an electronic resource. Not intended to be read cover-to-cover, this handbook’s design facilitates fast topic searches, extractions of specific pages, graphics, or sections, and provides in-depth write-ups without disturbing the flow of the document.

  ISPA was one of the contributors to the second edition of the Parametric Estimating Initiative (PEI) Parametric Estimating Handbook. The second edition was sponsored by the Defense Logistics Agency, Defense Contract Management Command and Defense Contract Audit Agency.   This Handbook is intended to be used as a general guide for implementing and evaluating parametric based estimating systems, and as the text material for a basic course in parametric estimating techniques. The information contained in this Handbook complements and enhances the guidance provided by the DCAA Cost Audit Manual (CAM), FARs/DFARs, and other government regulations or public laws relating to cost estimating.
